PROVINCIAL NOMINEE PROGRAMS
If you are keen to immigrate to a specific province or territory in Canada, the Provincial Nominee Program (PNP) can be the gateway you need to achieve your dream.
Canada’s provincial nominee programs are designed for those individuals looking for Canadian permanent residence in a particular Canadian province or territory. Each province and territory has its PNP curated to meet local economic needs.
Provincial Nominee Programs Explained
Each province in Canada (except Nunavut and Quebec) operates several PNP streams. They are uniquely structured to meet the local immigration goals, and that’s why you will notice variations in the eligibility criteria and procedure for application. The popular opinion on the ground is that PNPs offer the most accessible pathway to Canadian permanent residence.
Despite being operated at the province or territory level, all Canadian permanent residence decisions must get the federal government’s final approval. The provinces can only nominate potential immigrants.
Immigrating to Canada through a PNP is a two-part process. The interested immigrant is first approved at the provincial level. The approved applicants must then apply to the federal level.
Provinces and Territories
The program needs and application procedures differ significantly between provinces. That’s why interested applicants must check the terms and conditions of the PNPs of the province they are looking to immigrate to determine their eligibility.
How To Apply For Canadian PNP
- Decide on a province you plan to immigrate to or find a PNP that fits your need and eligibility. You can check each province’s PNP requirements to determine your eligibility.
- Apply to your chosen province or territory.
- If your application is successful, the province or territory will nominate you by offering a Provincial Nomination Certificate. The certificate qualifies you to apply for Canadian permanent residence.
- The next step is to submit your application for permanent residence to the Canadian federal government for permanent residence. Selected PNP applications are aligned with Express Entry. If you are a successful applicant, you can do this online or submit a paper-based application.
What Is The ‘Base’ PNP Process
Some PNPs do not require you to have an Express Entry profile. These programs are called ‘base’ PNPs. Each program’s nomination process is different, but the general process is nearly identical to regular PNPs.
It takes a longer time (around six months) to process base PNP permanent residence applications than applications submitted electronically through Express Entry (the average time taken is 18 months).
PNP Through Express Entry Application Process
These are the steps you must follow to apply for PNP of your chosen province through the Express Entry application process.
- Create your account and submit the same to an Express Entry profile.
- Choose an Express Entry-aligned PNP and receive an Express Entry stream nomination.
- Confirm the Express Entry on your profile to receive 600 additional points
- If you qualify and get an invitation for permanent residence, apply for Canadian permanent residence through the Express Entry system.
Some PNPs readily accept applications from qualified applicants. If you are eligible, you can submit it as soon as you are ready.
A few PNPs use an Expression of Interest (EOI) system. In this process, the qualified applicants must submit a profile ranked on a points-based system.
Other PNPs invite foreign nationals to submit applications by picking candidates directly from the Express Entry pool or asking individuals to submit a formal Expression of Interest.
The Cost Of Immigrating Through PNPs
The cost of immigrating through a PNP program is approximate $2300CAD to $3800CAD. Some provinces do not charge processing fees, whereas others charge as much as CAD 1,500.
Is Immigration Without A Concrete Job Offer Through PNP allowed?
Yes. Many PNPs for overseas candidates without a job offer in Canada. These programs are aimed at attracting candidates with skills or work experience to help the province address the demographic or labor market gaps.
Eligibility for a Canadian PNP?
You can qualify to apply for a Canadian PNP if you have the requisite work experience, job skills, or a connection to the province you plan to apply.
You must note that the eligibility factors vary from one province to another. PNPs are a part of the country and the province’s economic strategy. That’s why they are structured to attract immigrants who can readily contribute to improving the economy. Most provinces prioritize applicants with experience and skills in occupations that are high on the demand list of that province. Others prefer inviting immigrants with an existing connection to the province. Such immigrants are more likely to stay in the province.
Average Time Taken For Processing A PNP Application
The processing time for nomination applications varies in each province. It may take a few months, on average, across the country.
The first step is to apply to your chosen province. If your application is selected, the next step is applying to the federal government. Only the federal government is authorized to grant the final approval. The processing time will also depend on whether you have submitted a base or enhanced PNP application.
Is It Possible To Qualify for a PNP Without An Express Entry Eligibility
Most PNPs insist that immigration applicants must have an active Express Entry profile in the pool. However, some provinces do issue nominations to applicants without Express Entry eligibility.
If the PNP is not aligned with Express Entry, you must submit the permanent residency application to the federal government through a different portal or by paper. It must be noted that non-Express Entry PNP applications have longer processing times.
The Profile Of An Ideal PNP Candidate
The ideal PNP candidate is one with work experience and skills matching the labor market or demographic needs of that province. Other key factors are:
- A strong connection to the province through a settled family member, job offer, or past work experience.
- Well-experienced in an in-demand occupation
- Excellent language proficiency in English and French
- A high IELTS score
Calculating PNP Points
It is important to understand the eligibility criteria of the specific province and how points are awarded to nominee candidates to calculate the PNP points. If the program uses a points system, simply calculate the points against each factor to determine your score.
